Pondering the Order of the Google Search Suggestion Menu

There are a lot of theories that exist today that try to explain how Google chooses the order of the keyterms that appear in the drop down suggestion box.  I have taken a novel and simplistic look to see if there could be any conclusions or new theories developed. 

To jump right in, I took the top 6 suggestions (listed in order) for the keyterm "nursing jobs in".  This is a general keyword and very competitive on a geo-targeted search.  See Graph 1.1.

Just a quick glance at the graph and you can see that there is no correllation between the amount of searches and the order we see them appear in the Google suggestion box.  So I then looked at the average pagerank/authority of the top 6 search results for each term.  See Graph 1.2

The PageRank (which I realize isn't as relevant as it used to be) is all over the board.  The one search term with the highest amount of PageRank is Texas and it is the lowest suggestion we see!  I collected one more set of data which took the top 6 search results of each keyterm and averaged the amount of backlinks each one had.  (See Graph 1.3)

Once again it is the same all over results with no real correlation in the amount of backlinks (which would go hand in hand with the authority theory).  What was extremely surprising to me was that the top two keywords in the suggestion box were the ones with the lowest backlink average.  The surprise is that this is one of the biggest if not THE biggest factor Google decides in ranking websites.  I tried to develop different combinations of the three but was unable to find an explanation.  Soooo...  I had to develop two theories (pretty much guesses) to explain the Google suggestion box mystery.

Theory 1-  Google creates a mathematical formula to consider the following variables; 1) Amount of Searches, 2) Authority, and 3) considers which terms have the largest amount of current "news" surrounding it.  I know this is a stretch but with the new Google Caffiene supposedly taking a lot more consideration of current events in search results, I think this could transpire to the suggestion box. 

Theory 2-  Google has random programmers throwing darts at a giant wall of search terms to throw everybody off.  Evidence behind this?  If you type in the search term, "i am afraid" the top suggestion box reads "i am afraid of chinese people" (Credit goes to Paul Phifer for bringing that search string to my attention!).  I'm not sure but I don't think that would be more searched then "i am afraid of dying" or "i am afraid of flying".  I could be crazy though...
